Configio allows you to display and collect agreements on Disclaimers without the customer entering the checkout process or purchasing a Product, this is called Public Disclaimers.
To enable Public Disclaimers, navigate to Settings < Configuration and search for "Disclaimer Menu Item." This Configuration is set to Off by default, turning it On and saving will allow your customers to agree to Public Disclaimers without checking out:

Once the configuration is turned on, navigate to Settings < Disclaimers and create a new Disclaimer, or edit an existing Disclaimer. You'll now see the option to set this Disclaimer to Public. When selected, you will see a new options available:

URL Field: when assigned to a Product, Region, or Category, a URL will appear to allow users to view the Public Disclaimer by selecting the arrow button. NOTE: this field will remain empty until assigned

Email Copy: Will send the customer a copy of the signed Disclaimer to the email they've entered

Do Not Scroll: Displays the Disclaimer text in a format that does not need the customer to scroll to view the entire Disclaimer

Show/Require Fields: When Show is selected, the field will appear for the customer to complete; when Require is selected, the customer must enter information in the field before they can complete the Disclaimer

Email Address: allows the customer to enter their email address (we recommend this is selected if the Email Copy option is selected)

Phone Number: allows the customer to enter their phone number

Birthdate: allows the customer to enter the date of birth of the person participating

Gender: allows the customer to select the gender of the person participating

Minors: This section is related to Disclaimers being completed for, and by, minor-aged individuals

Minors: When selected, the Disclaimer can be completed by a minor person

Relationship: When Show is selected, the Relationship field will be available, allowing the customer to enter their relationship to the participant. When Require is selected, they must complete this field before they can complete the Disclaimer

Age of Adult: Participants with an age greater than or equal to this will be allowed to sign the Disclaimer. If the customer is younger than the selected age, a parent or guardian will need to sign on their behalf. Admin users can select ages from 13 to 21 in this field.

Electronic Signature Consent: This field allows you to enter the consent language for this option

Sign on Behalf of Minor Consent: This field allows you to enter the consent language for this option

Sign on Behalf of Minor & Adult Consent: This field allows you to enter the consent language for this option
Depending upon the setup of the Public Disclaimer in Disclaimers, the customer will be able to complete the disclaimer for themselves, minors, or both.
